Why is so much of this culture trying to sell us on the idea that we should live like monkeys and not human beings? The entire history of the concept of tolerance involves teaching people to NOT make, or take seriously, these seven-second snap judgments, which, being unconscious, usually include our childhood prejudices and rarely include our adult learning. If there's a scrap of bigotry anywhere in you, it will come out in these snap judgments, while you can override it with logic or compassion if given the opportunity.
I do wonder what problem they're facing that calls for a dress code in the first place, though? The source doesn't really indicate anything.
"It is reasonable to expect our attire mirror the industry we regulate" I pity the employees who have to regulate street performers. Or the police.

If you have to tell people whose job is REGULATING THE WHITE-COLLAR SECURITIES INDUSTRY not to wear tank tops or offensive T-shirts to work...
