Those who wish to confine the definition of "terrorist" to a particular race, religion, ethnicity or what have you only serve to mislead and distort. It is nothing more than a human condition.

and it is engaged in at varying levels, different forms, and a range of contexts.
The media and some political leaders are currently trying to scare the pants off people to keep them watching and court voters. All fear tactics have a goal to elicit a response to something scary and use it to motivate people.
The most extreme form of fear tactics in which violence is used has been labeled "terrorism."
One less extreme use of fear has been labeled "fear mongering." But they lie on the same a continuum as a use of fear to motivate. I suppose it may be possible to identify other distinctive points along such a continuum.

Most of our media is quite adept at doing just that.
