28. i thought the debt ceiling adjustment was the responsibility of

congress? why does raising the debt selling have to have a plan attached to it? why does pres obama have to come up with that plan? if the house holds the purse strings, shouldn't they be coming up with the plans, not the senate OR the prez? i understand that the prez is responsible for delivering a budget to congress to approve but where is it written that he is responsible for raising the debt ceiling? where did this construct come from, anyway?
