Half his caucus are Nutcases and half are Half-Nutcases.
He can't side with just Nutcases (not enough votes)
He can't cobble together a coalition of Nutcases and the Half-Nutcases (won't fly in the Senate)
His only option is a coalition of Half-Nutcases and Democrats.
