7. So they either don't have the votes, which is tough to imagine since they added the BBA, or

Boehner is trying to screw Reid by pushing this back as far as possible since Reid needs to move on his legislation before midnight. Not sure how much time Reid needs to make things happen in the Senate, but I think his goal is to have Boehner's plan voted out of the House before he makes a move.
