So the bill has been trotted over to the Senate? Do they HAVE

to debate or can they just go - we know it'll pass, send it over to the House so they can vote it down, and let's get started hammering this out?

Most of those in Congress who have been asked have said they've never seen anything like this and they're truly surprised it's gotten to this point.
