Grover Nordquist holds no office, yet he seems to be the boss of the Republicans. Apparently a bunch of Senate and Congressional them pledged to Grover Nordquist that they would not , no way, no how impose new, or new old taxes.
He's a zealot.

by neoliberal kleptocrats on the left and right to attack and loot the public sector and destroy the modest protections and benefits that government provides to the productive classes.
This comes from a fundamentally flawed concept of economics. I think they truly believe it's a zero sum game and that any gains for the middle class mean losses to them.

As most have already figured out, this is merely theater to provide political cover to each party's "base." The already-agreed-upon outcome is the looting of the social security trust fund and dismantling the social safety net.
The network of right-wing think tanks like Heritage, all of whom are funded by the richest 50 families in the country (like the Kochs) as well as foreign nationals and governments, set the tone and backdrop with their never-ending supply of "experts" they rotate throughout the RW media wurlitzer we laughingly refer to as "news media."
This is the way the US gets "IMF-ed." Unlike other countries where it's more transparent and obvious, resulting in riots in the streets, the US does it Hollywood-style, complete with scripts, roles and a story arc.

It took form before the election, but that was just initial. I mean Heritage, as crazy as they are, are still tied to WS,
