Pelosi, Dem leaders withholding judgment

Emerging from a Capitol Hill meeting with Democratic leaders, House Minority Leader Nancy Pelosi (D-Calif.) on Sunday applauded President Obama for his work on bipartisan legislation to raise the debt ceiling, but deferred her judgment on the bill until she meets with the larger caucus Monday.

"I have to meet with my caucus tomorrow to see how they wish to proceed," Pelosi said. "We all may not be able to support it, or none of us may be able to support it. But we'll wait and see."

Like Senate Majority Leader Harry Reid (D-NV), House Minority Leader Nancy Pelosi (D-CA) has to consult her caucus before fully buying into a still-forming debt limit deal.

But unlike Reid, she's not keeping completely silent. In a statement to reporters outside her office moments ago, she sounded a strong note of doubt about the prospects for members of her caucus supporting the bill.

"We all may not be able to support it," she said. "And maybe none of us will be able to support it."

Liberals in her caucus are set to revolt. Rep. Raul Grijalva (D-AZ), a leader among House progressives, blasted the deal in an official statement earlier Sunday.

Bottom line: Getting majority support for this legislation in the House will be very, very difficult

One of the last sticking points in the debt limit fight comes down to how to guarantee future deficit reduction. Democrats and Republicans have agreed broadly that the question should fall to a new Super Committee, but that if Congress does not pass yet another fiscal package in the coming months, spending should be cut across the board, including from the military and Medicare.

In other words, no automatic tax increases -- nothing to really focus Republican minds on compromising with Democrats on deficit reduction.

But they've yet to sign off on this plan because they fear the enforcement mechanism contains too many defense cuts.

And House Dems sure as hell aren't going go along with even that being taken out or watered down even more (hopefully!)

Pelosi has wanted to raise the debt ceiling, but preferred that a “clean” bill go through without any strings attached.

A few of her deputies, meanwhile, have argued that Obama should invoke the 14th Amendment to raise the debt ceiling.

Many Democrats in the House are exasperated with Obama for striking the deal late last year that extended the Bush tax rates. Pelosi voted against that deal, as well as the fiscal 2011 bill.

On the latter, she said, “I feel no ownership of that or any responsibility to it.”

Pelosi is fiercely loyal to her Democratic Caucus, and has heard many complaints from her members about the president. Sources say Pelosi has opted to subtly break with Obama on various issues because a public break would hamper her efforts to pass Democratic initiatives.

Still, it would be unusual for Pelosi to laud a bill that her caucus strongly opposes. Another factor is the 2012 elections.
