13. Only the Swiss Guards are permitted to have guns in the Vatican, AND it follows Italian law
Except for certain items, Italian Law is followed in the Vatican. Up till the present Pope the rule was Italian law was the Law in the Vatican unless the Vatican expressly rejects it. The Present Pope changed the rule to one being Italian Law is the Law in the Vatican BUT any new law passed by the Italian Government does NOT apply unless the Vatican expressly accepts it. More a difference in degree then anything real.

Furthermore, the Vatican has its own law over and above Italian Law. Thus you have two sets of laws and regulation to comply with, both following the Civil Law Concept of Written law backed up by regulations.

in the late 1800s...it was the best of times indeed. Slave wages, child labor, forced labor, sweatshops, obscene work weeks, little pay, fired for missing work, monopolization of markets, industrial deaths, rat shit in our food, oh yea, but the rich got stinking rich...

You want to see a country where government is completely impotent? That's your answer and it was a fucking mess.
