But they will literally start over from scratch. They can keep the old site up as an archive.

You can put of a new site using vbulletin or IPB for very little money. Add a hosting plan to it and you're on your way. It's cheaper than a rewrite and porting the old site. But Jim seems to be happy with a smaller site.
