On both counts. If it is a proceedural rule of the Senate, I do not understand why the fuck it hasn't been done before now. :shrug: and I do not have any idea how it fucking just came about that we must have a superduper majority in Senate to pass shit. :shrug: again.

Unless we get rid of the Filibuster, we could change the "rule" to require a 51-vote majority to pass legislation and still need 60--because the Republicans will continue to filibuster everything.
The only way to possibly fix this problem is the "Disneyland Approach." At Disneyland, they've got a whole crew of people who do nothing but clean up graffiti. They're equipped with cleaning agents, scouring pads and cans of paint. The theory, which WORKS, is that if the graffiti is immediately removed it will discourage people from putting more up. In the Senate's case, allowing no more than 30 Republicans to sully the halls of power (by getting ahead of the worthless fucks in campaigns, which probably won't happen because of Citizens United and the Mighty Wurlitzer, but one can dream) would solve the filibuster problem--they launch one, we immediately hold a cloture vote and end it.
