The problem is not free speech or robust, open debate about the issues...
...of our time. The problem is HATE speech.

When hate speech occurs...no matter where it comes from, or to whom it is directed...it needs to be defined clearly and not be tolerated. That includes all kinds of media...from handmade signs to the internet.

And it needs to be done BY THE PEOPLE themselves, who have had enough.

...in the debate. I agree that is a problem. I am hopeful that some here on DU will have better solutions than I.

My first thought on your question is that we (our society) would have to begin by defining terms...including hate speech. Then, we could discuss issues around hate speech as entertainment. Positives and negatives.. ?
