Either implementing 4 weeks of vacation or shortening the work week to 32 hours would cure our unemployment problem.

Giving people 4 weeks of vacation doesn't mean they all take it. You aren't proposing that people be forced to use all their vacation time?

the number of jobs at fewer hours of work? I don't know if the person is wanting to make sure people don't get benifits by wanting people to have 32 hour a week "full time" jobs. Or if they consider people who have jobs to be the haves and want to take ten and a half weeks worth of pay away from them.

It's value goes up as the supply goes down.
A 32 hour work week would raise the hourly wage, decrease unemployment and cure a myriad of social ills.
