Thom Hartmann says it's their Banking Secrecy Laws that allow for tax cheats to hide their money without it ever being disclosed...
Makes sense. US policy in Central America since the Smedley Butler days has been to make that area safe for "banking interests"... Instead of using the military (which they still do in some cases) it's done with "Free Trade" agreements.
on edit: on the other hand, why would they need a Free Trade agreement to allow this? Aren't tax cheats doing this already, as in the notorious UBS scandal that resulted in the whistleblower going to jail?
