In a bid to curtail waste and fraud within the welfare system, prominent Republicans have come forth with a plan to weigh members of households that receive food stamp benefits. Although details are sketchy as of this writing, the plan, according to an anonymous source, would require monthly "weigh ins" for all members of any household receiving food stamps, with the amount of the monthly benefit being tied to a combination of "ideal weights" and weight gain.
Households whose members gain weight in any given month would see their food stamp benefits reduced, as would households whose members consistently weigh an as yet to be determined percentage above their "ideal weight" as defined by the FDA, the source said.

Complex carbohydrates and starches are polymers of glucose. The digestive system readily breaks these down to simple glucose molecules and they are directly available to provide energy to the body.
High levels of protein are a problem, because the body doesn't store much protein and any that you consume in excess of the small daily amounts needed to replace the protein that is lost must be metabolized in the liver and burned.
Fat and sugar in excess of current requirements can be stored as fat, but both fats and the fructose found in HFCS and cane sugar are also metabolized in the liver before being stored.
So "Eat food, mostly plants, not too much".
