He had no idea how or where to hunt the people who needed to be hunted. He wouldn't listen, and insisted he was right. He got tired of the way you should hunt, and he began blasting away in all directions. If innocent people got hit, smirk. The true story was covered up, and came out in drips and drabs. Who knows if the entire story will ever see the light of day!

You can get away with a lot more in a chaotic atmosphere than you can in an organized one and these folks wanted to get away with world class crimes.

The fact that they did indeed get away with it is all you really need to know about their competence. The things they appeared incompetent at they either didn't care about or it was a deliberate act of sabotage from the top.
