Paul Simon began writing the song after the JFK assasination. It was released in 1966. I remember a group of 14 year olds in 1966, pondering what the lyrics meant. I said it's about apathy. They said "whats that?". In 45 years, not much has changed.

Thank you. I just did.
And I remember that this was also a song that my 6th grade music teacher taught us...along with Blowin in the Wind, Where have all the Flowers Gone?, One Tin Soldier, etc.
It took me a few years to get his point...I thought we were just learning songs.:D
