He didn't completely destroy the country, so he fell short of his goals.

He avoids Z mostly because he didn't manage to start any nuclear wars, and he didn't get the country invaded.

4. Other
Worse than Harding. In doing some reading about Harding, I found some facts that made me think historians had erred declaring him the worst of all time: (1) he pardoned Eugene Debs (2) he supported US participation in the Court of International Justice and (3) he advocated for civil rights for African Americans. His administration was just as corrupt as Dubya's, but it seems he had a few personal qualities, of which Dimbulb was completely lacking.

Add complicit and war criminal to it, and it's just out the window.

11. I give the Cheney-Rove-Rumsfeld Triumvirate a G - -
Shrub was a figurehead whose best moments in office were those when he was on the ranch and not filling the country's ears with verbal diarrhea. God, how delightful it is not to hear that buffoon's grating voice anymore.

13. As a special needs student, young Georgie will not be receiving a traditional letter grade.
He is making satisfactory progress toward the goals outlined in his Individualized Education Program (IEP). To wit: He is now marginally proficient at brushing his teeth, and he remembers to wipe himself after a bowel movement almost half of the time.
