Anything taken in taxes over and above break even, is morally immediately refunded, or must be.
I remember a bible story of how Egypt put away grain for a crappy day. And when the crappy day came, they proved how wise they were. Even more incredible, it stored that grain, against the possibility of needing to help the poor, hungry.
So, our philosophy has been, store NOTHING for hard times. Always run the Government with not enough resources to do the job. ANY JOB. And that is just running along in decent times. Then, when the GCC hits the fan, and storms harm far more deeply than is planned for, Uncle Sam turns his pockets inside out and no jingle is heard.
Why? Because any taxes over bare essentials, right now, must not be put away for emergencies.
In essense, this Republican notion increases misery, increasingly as we drain all our resources from other areas. To pay for any old emergency that must not be planned for. Lest you commit the unpardonable sin.

You think the govt can hold onto 'extra' money for a rainy day?! They are dipping into the funds of future generations.
They are so against saving for a rainy day that they refuse to be forced by law into a balanced budget. People that are against a balanced budget aren't going to save for a rainy day.

Let's examine that. Is there a possibility that a person or persons would not want to be hamstrung from any Keynesian necessity, being that you and yours place the budget between two arbitrary dates? that kind of rigidity SHOULD preclude you from leadership.
