LOL. Ya think? The first thing cops are taught to do is lie and perjure on police reports.
Cops are a necessary evil. But they should be required to wear video and audio equipment every single minute they are on duty.

The serendipity of how the entire scandal was exposed is rather interesting--a guy calls his son to fix a ticket!
The irony is that the investigation reportedly started by accident. Sources said a Bronx barber called his cop son to fix a ticket. Apparently the telephone was being tapped by the NYPD as part of an unrelated drug probe.

...The management REALLY didn't know about the ticket fixing? Or the problem just got recorded in a transcript so the management had no choice but to act?

They've narrowed it down to seventeen really egregious guys, but there are way more who have been slapped for this. Surely not all of them are rank and file.
The tap on the line was EXTERNAL to the precinct, which is why so many of 'em are totally screwed.
