I know in upstate NY we have Seneca, Oneida and Onondaga tribes doing this. Of course they are not non-profit, the profits go to benefit the tribe.
My Mom likes the Senecas, they don't put as many additives in them as the national brands. She received some Virginia Slims from my brother and they are way stinkier and burn faster. You do experience a bit of a withdrawal from the chemicals at first.

They sell them on the reservation and at Indian casinos. I think you can even purchase them mail order but it takes time to get them.
My Mom gets hers at the Smoke Shop on the reservation. That place is open 24 hrs, 7 days a week and brings in over $50 M a year.
They do not charge the NYS cigarette tax, nor sales tax. I think my Mom spends $38 a carton.

it can only be sold on reservation land so yes you can go there and buy smokes.
I believe GA and the Carolinas put a limit of two cartons per non-tribal person.
So if you're caught hauling more out of the reservation you can be busted for of all things trafficking and avoiding state and federal taxes on a regulated product.
