You can go to a new local bank or Credit Union and have them transfer your account from BoA. I seem to recall doing this before a long time ago, when I couldn't get my money from Wells Fargo. The bank or Credit Union should be happy to do this transaction and as for the bank you had money with, They can do nothing about it but comply.
Someone can confirm this perhaps, but I seem to recall doing this once.
