not run by the government, completely free in their own personal community-based economy, separate from the fiat currency.
Value created/defined belongs to the creator.
. . . . perhaps combined with community-health centers providing also mental health help, substance abuse work, family education, child-and-elder care and anything else community members want to learn.
Smaller is better.
Just brainstorming solutions here . . .

Running the full political and ideological spectra.
I do agree that smaller is better in almost every case and I'm generally a supporter of more local control.
It has it's dangers, of course, but so does centralized control.
