Had Blackwater on the side with a lightbar on top and partition behind the front seat and a pushbar on the grille.

I didn't get a picture of it but it was about halfway down the march route today.....strange,are they being contracted out here to local law enforcement?

There are organizations who pretend to be cops. They train, dress and like like cops without any powers. They can be easily be hired to stir up some serious tension.
