1. Acually it was 98% of the Democrats

Senator Reid voted 'yes'
But then the vote count did not reach 60,
so Reid had to switch his vote (due to procedural rules)
so that he can bring the bill back to the Senate floor in the future.

There were only TWO real no votes on the dem side of the aisle: Jon Tester of Montana and Ben Nelson of Nebraska
