Next Amendment to the Constitution? |

I think it should be for the People to have their say about continuing a war.
If the government starts a war with another country they should have to seek our explicit approval to continue it after the next available general election. Otherwise pack up and come home before the subsequent general election, mandatory, no excuses.
Suggestions for penalties for non-compliance - immediate cessation of all funds for any new weapons, transportation, accommodation or any other unnecessary expenditure to the aim of returning the troops and their equipment home, - funds to be restored only after ratification by the voters at the next general election, - ineligibility of the top ranks of each of the non-compliant branches of government and military for ANY further public office - other suggestions welcome

and all those voting in favor have automatically signed their enlistment papers regardless of age, sex, physical condition or anything else-NO EXCEPTIONS. Everyone that voted no stays home.

Constitutionally prohibit any war spending from the general budget for conflicts lasting longer than two weeks. Whenever any war is declared or committed to, Congress must approve a new "War Tax" specifically for THAT conflict or occupation, to be levied directly and immediately through wage withholdings and quarterly tax filings. Those taxes will be dedicated to funding that particular war (or paying off debt levied for that war), and cannot be used for any other purpose. This will accomplish two things:
1) It will prevent war spending from eating up any of the federal budget, which will alleviate Congress from having to choose between "bullets" and "MediCare". War spending will become a distinct funding item that will not impact other budget areas.
2) It will wake Americans up to the cost of these wars. Even the teabaggers will freak out when they get their paychecks and see payroll deductions for "Iraq War Tax", "Libya War Tax", "Afghanistan War Tax", "Korean War Tax", "Kosovo War Tax", etcetera. It's commonly said that opposition to the Vietnam war didn't really take off until after the draft was implemented, because suddenly every American had a stake in that war. Direct war taxes will largely accomplish the same thing.

...that the people consent to all wars via Congressional declaration. Congress has wrongfully abdicated it's responsibility through the War Powers Act and other legislation and the result has been that our government goes to war without consulting anybody.
A new amendment? Not needed. As with so many things broken in this country, all that is really required is that we enforce the rules already in place.
I stand with those who say Citizens United needs to be repealed before anything else.

that debts are in fact heritable. i.e. they can be handed down through the generations just like wealth can.
