because a LOT of the "disapprove" was about not going far enough..
The way they worded the questions, lumped not far enough with too far, and then reported it incorrectly.
Rarely were people invited to talk about their "disgruntlement" who wanted MORE..There was a steady stream of the screamers & teabag people, though.
