Throughout the 90s, we as a nation profitted from the peace dividend. There were more dollars to put into social programs, student loan programs, etc., etc.
The past 8 or 9 years, those same dollars have gone into manufacturing bigger bunker busters, up-armoring humvees, making more bullets.

And we could hitch a virtual ride on the bombs to see where they were headed. We had CNN journalists on the ground and in Baghdad showing us the tracer bullets in the night air and the explosions outside their hotel windows. We saw the mass surrender of hundreds, if not thousands of Iraqi soldiers in the desert. And in the end we saw the burning oil rigs all over the country as Saddam had to withdraw. We also saw the horrific massacre our side wrought all along the one highway in the desert where they were fleeing north.
The military has had an open checkbook for generations. The 90s were no exception.
