Obama Administration Clears Way for Wave of Industrial Offshore Oil Drilling in Arctic
Groups Appeal One Arctic Drilling Permit as EPA Issues Another


SAN FRANCISCO— The Center for Biological Diversity and allies today appealed the Environmental Protection Agency’s decision to issue Clean Air Act permits allowing Shell to drill for oil in the Arctic. The corporation’s Discoverer drillship plans to sink exploration wells in the Beaufort and Chukchi seas, off Alaska’s north coast, beginning in July 2012. The permits appealed today would authorize indefinite drilling operations and cover the Discoverer and a fleet of support vessels, including two icebreakers, an oil-spill response fleet and a supply ship. These large-scale industrial operations emit tons of pollutants into the air and water and pose grave dangers to the pristine Arctic. The appeal asks the Environmental Appeals Board to prohibit unlawful air pollution from Shell’s drilling — pollution that will potentially endanger human health and dirty the clean air of the Chukchi and Beaufort seas.

“These permits mark the start of full-scale industrial oil exploitation of the extremely sensitive Arctic. Oil drilling in the Arctic Ocean comes with unacceptable risks of spills that could have catastrophic impacts on Arctic wildlife and the communities that rely on the Arctic environment,” said Center attorney Vera Pardee. “We witnessed devastating damage from the Gulf of Mexico oil spill; the turbulent, icy, dark and remote conditions of the Arctic would make cleanup there even harder — next to impossible. Drilling in Arctic waters is an extremely bad idea.”

This is the second time the EPA has issued Clean Air Act permits for the Discoverer. The Center and allies successfully appealed the first set of permits, issued in 2010, and the Environmental Appeals Board found them unlawful and remanded them to the EPA for revision. “But the new permits violate the Clean Air Act once again, allowing Shell to emit harmful pollutants beyond legal limits,” said Pardee. “They authorize the company to discharge large amounts of nitrogen dioxide that can cause serious illness — impaired lung function and respiratory disease.”

The appeal comes on the heels of the EPA issuing air permits for yet another Shell drillship, the Kulluk, on Oct. 21. The Kulluk and its own fleet of support vessels would emit 30 tons of particulate matter, 240 tons of nitrogen oxides and 80,000 tons of carbon dioxide. This amount of greenhouse gases would double the global warming pollution produced by roughly all of the North Slope Borough households.

“The Arctic is already under huge stress from climate change, and Shell’s industrial activities will significantly increase global warming pollution in this critical region, which is warming twice as fast as the rest of the world,” said Pardee. “Scientists predict summer sea ice could be gone in a few decades, directly threatening the existence of species like polar bears, seals and walruses; the last thing they need is oil drilling in their habitat.”

Today’s appeal was filed before the Environmental Appeals Board by the Center for Biological Diversity, Native Village of Point Hope, Resisting Environmental Destruction on Indigenous Lands (REDOIL), Alaska Wilderness League, Natural Resources Defense Council, Northern Alaska Environmental Center, Ocean Conservancy, Oceana, Pacific Environment, the Sierra Club and the Wilderness Society. The organizations are being represented by Earthjustice.

Groups Challenge EPA Approval of Shell Oil Pollution in the Arctic Ocean
Decision moves Shell one step closer to unsafe, destructive offshore oil drilling
October 24, 2011


On October 21, the U.S. Environmental Protection Agency issued an air pollution permit for the Kulluk drill ship that Shell Offshore Inc. plans to use in offshore oil drilling efforts that could begin as early as next summer. Today, on behalf of the Native Village of Point Hope, Resisting Environmental Destruction of Indigenous Lands (“REDOIL”), Alaska Wilderness League, Center for Biological Diversity, Natural Resources Defense Council (“NRDC”), Northern Alaska Environmental Center, Ocean Conservancy, Oceana, Pacific Environment, Sierra Club, and The Wilderness Society, Earthjustice filed an appeal with the EPA’s Environmental Appeals Board challenging a similar EPA permit for the Discoverer drill ship that the agency approved last month.

The following statement is from Earthjustice attorney Colin O’Brien:

“The EPA essentially is green-lighting dangerous Arctic Ocean oil drilling by approving the air permit for the Kulluk drill ship. Shell Oil has proposed a massive drilling operation in one of the most remote places on the planet. Each year, this fleet of ships could emit 30 tons of particulate matter, 240 tons of nitrogen oxides and 80,000 tons of carbon dioxide. Not only is oil drilling risky, these ships would double the amount of global warming pollution produced by roughly all of the North Slope Borough households.

“This permit for the Kulluk marks the beginning of a wave of potential offshore industrial activity in the Arctic. Unfortunately, on the eve of a potentially massive influx of oil company development, the EPA has turned a blind eye to the cumulative impacts that would be harmful to the health of Alaska Natives and the environment for years to come.

“The EPA unfortunately has already approved another drill ship permit, for the Discoverer. That permit ignored the impacts these drill ships will have on air quality in the region and we filed an appeal today with the EPA’s Environmental Appeals Board challenging the Discoverer permit.

“Arctic Ocean oil drilling is simply a bad idea. In an area with 20-foot sea swells, walls of ice 6 feet thick, and complete darkness two months out of every year, the thought of cleaning up an oil spill is ludicrous. The EPA’s decisions on these air permits moves us closer to the inevitable disaster that would be a large oil spill in the Arctic Ocean.”

11. You Know What? OWS Must NEVER Stop!! I Don't Know How Long It's
going to take, but for those of you of the younger generation there MUST be MASSIVE PUSH BACK! What the Repukes are offering as candidates scare me out of my wits, therefore I feel the only thing I can do is vote for Obama! But, what I really want is a TRUE Progressive Democrat on my side. I freely admit that I'm a Liberal, but know there isn't one that could EVER get elected, but Obama doesn't even seem to be Progressive to me!

And yes, I am a BOOMER who has been truly encouraged by OWS, but this is only the beginning I fear. The coming election leaves me NO GOOD CHOICE! Jeeez, working my butt off down here in Florida to keep our local Occupy going and keep hearing this kind of S--T just makes my blood boil!

We HAVE to GET THE MONEY OUT!! This country is being held up by toothpicks as it is and may very well go down anyway, still I'm REALLY SCARED! I have kids and grandkids I can't imagine the future if we don't get some real change from what's going on now!

Thankfully I'm keeping myself busy and distracted enough for now because of OWS, but if it stops it's back to DEPRESSION and hand wringing again.

The crazies on the other side will bring the collapse quicker, maybe that's best. I really don't know anymore. Part of me says No Way Obama, but then all I have to think of is Romney and I want to shoot myself BEFORE he's in the WH!

Then again, with all the voter surpression our vote may not matter anyway! Oh, how many ways are they screwing us??
