3. No, Making people suffer is the chief goal of the Republican party.
The Dream Act would help a lot of people and in a very good way. So naturally, it won't happen.

After the spending bill and START are off the Senate’s plate, Reid said the DREAM Act, aid for Sept. 11 workers and approving nominations from the White House would come next.

Earlier this week, Reid warned the Senate could return after the Christmas holiday and work through the official end of the session in early January. The last time this occurred was 1995, when the government shut down and Congress returned after the holiday to approve funding.

6. I say within two years
My reasoning is that it staves off the need for a draft and keep the wars in Afghanistan, Iraq, Korea, and Iran going. I am guilty of gazing into my crystal ball here. Sorry.

Republican support for The DREAM Act, IMHO, signals the equivalent of The Tet Offensive in Viet Nam (i.e. the event that says the war is not winnable, and everyone fesses up).
