Video footage published to YouTube shows Olsen lying prone on the ground infront of a line of police. Around 10 people gather around him in an apparent attempt to provide aid, before a police officer throws an explosive device into their midst, scattering the group. By the way flash bangs into a crowd is just a tad dangerous as you can get hurt from metal flying. This is why they sgould be limited to dynamic entry in SWAT
But hey this is a okay by the tough law and order crowd.

Modern flash grenades don't produce shrapnel. A more likely danger would be burns and the danger of something flammable nearby igniting; in addition, the noise level that close would probably cause at least temporary hearing loss.
Ultimately it's just as bad, but let's be accurate about why; the biggest danger IMO is that it weighs about a pound and if you get hit with it before it explodes, you can be seriously hurt.
