I don't know a lot about them but have been told that when one goes off inside a room someone is sitting in the concussion temporarily(Some say permanently), turns your brain into something kind of resembling scrambled eggs.
Anyone ever seen these things used outdoors before as they are in Oakland? Or is this something fairly new?

and were instead a noisemaker called a grenade simulator. Thinking back, I tend to agree based on what it on the video of the ones that were thrown high.
That said said, you are not supposed to use grenade simulators anywhere near people...
