I was puzzled the other night when I read that other area

police were called in to help the Oakland police when they did the tear gas/beanbag/etc. assault against the protestors. Couldn't figure out why they needed help from other towns..then I read this:

"The Oakland police were prohibited from using those parts of their arsenal because they had misused them before so an order was given to stop them from misusing them again."

By calling in other forces who were allowed to use those weapons, that made the weapons usable and took the Oakland police off the hook for using them.
