Father hits daughter with belt (WARNING disturbing video)

A man's sixteen year old daughter has apparently repeatedly disobeyed him regarding appropriate computer use. He (along with the mother) proceed to spank/beat her with a belt. What should be done? Should the police be called and the man arrested for child abuse? Or do you think he had any justification? I'm not sure. The video is low lit and not visually graphic but disturbing nevertheless.

1. He was a family law judge. She has cerebral palsy. The video is six years old.

She posted it because he decided not to support her--give her an allowance/make her car payment, or something like that.

No wonder she's screwed up. What a sick way to "discipline" anyone, least of all a child with CP.
