Some districts will be circulating both Walker and Kleefisch petitions (e.g., Fond du Lac) while others will circulate a Walker petition and a petition against a State Senator (e.g., Chippewa Falls Terry Moulton).
We could end up with a recall for Walker but none for Kleefisch. Apparently the GAB ruled that we could end up with a new Governor while having Kleefisch for a Lt. Governor (making that position only slightly less relevant).
All signed petitions must be collected in Madison by January 13th to be submitted to the GAB on January 16th.
Any person 18 years old or older who COULD BE eligible to vote in the next election can circulate petitions. One does not need to be a registered voter or even a resident, but must be able to establish residence and become eligible in time for the election.
The earliest the election could be held is March 27, 2012. More likely, following signature challenges, etc., it will be May or later.
Hoarding of signed petitions was a significant problem last Spring and may have caused us to miss recalling Glenn Grothman, and perhaps others. Efforts will be made to ensure prompt submission of signed petitions.
One of the bigger holes in the process is the Field Office rehabbing of "bad" signatures before submitting them. Problems will come from voters entering their Street address and City mailing address instead of the Municipality in which they vote. Presumably persons with local knowledge about Street maps and Municipality boundaries will need to review them and changes must then be made BY THE CIRCULATOR. Up front education of circulators is a must to head off this problem.
A circulator can correct any piece on information on the form except the voter Signature itself.
There are concerns that Republican operatives will circulate petitions, then dispose of them. This could lead to People thinking they've signed, but not being counted.
Posting signing stations at State rest areas on Packer game days is the best idea I heard.
