'Both men face maximum penalties of life in prison if convicted of kidnapping. They each face maximum sentences of more than 100 years if convicted on all the remaining charges. Dodge is charged with a total of 19 counts, Koepke faces 17. The officers are accused of making traffic stops – which may or may not have been legitimate – in order to search motorists for money and pills, according to prosecutors. If they found a large amount of money, the two would fabricate criminal charges, if necessary, to steal a portion of the money, the documents allege. Investigators also found evidence the officers stole pills, but they were not formally charged with that.'
