Take for example a married woman with a husband or a woman with a boyfriend that she fears is jealous or ill or very vulnerable or perhaps even a marriage that is in trouble. Women tend to "come out" about this sort of thing because they don't want other women to have to go through the embarrassment, humiliation, fear and self-loathing of having to admit that something that crossed the line between let's say flattering attention or even light flirtation into physical touching or overly familiar language, happened to them. And they don't want some other woman who is naive to fall for such a player.

Mind you, it's only acknowledged as harassment depending on what exactly is done and where. In California, you need to read the statute, go to the EEOC, write a report to them or ask a lawyer.
