if a bill is law how can you stop financing it. By the way I hear ReTHUGS calling it Obamacare, but there is no bill with that name.

Get 'enabling' legislation, enables things to be done, but have to go to House for funds, appropriations.

because the house has the "the power of the purse" they control the budget ...
