Most of the places I've lived in in California were terribly insulated, like we're talking single-paned windows that don't meet the sill properly and doors that have 1/4 inch cracks at the bottom.
Most of the places I've lived were also in parts of the state where you could get away with having terrible insulation, but it's really no excuse.

San Diego and the Bay Area are very mild both in the Summer and Winter as are all the cities on the coast.
