So, no tents... Does that include 'bivys'?

A bivy is generally used in ultralight backpacking as a method to carry a weatherproof shelter at an absolute minimum weight.

They are also used to increase the temperature rating when paired with a sleeping bag...

The MSR E-bivy is one particular model, that I happen to own.

They are economical ($100) cheaper than most 3/4 season tents and nearly weatherproof. Condensation buildup is sometimes an issue, however.

I figure OWS has a few hundred grand in the wings, how about purchasing a few dozen of these.

It's not a perfect solution, but a temporary solution until the TRO issue can be resolved...

1. That'd probably be called a tent-sleeping bag so no. However, plastic bags
can be used to good effect. One for the bottom, one with holes for the top. Taking lessons from the street living people.

2. Even though this particular model is 'freestanding'
There is no supporting structure (i.e. poles) to this particular model...

3. Street people are a treasure trove of survival information
I loved picking their brains back in Boston and they loved telling me about what they'd discovered.

He deems the park owner's rules reasonable, and those rules exclude
sleeping bags or tarps or lying down on the ground.

So it's up to the owner how many of the rules they will specifically enforce (they're definitely
enforcing the no tents/structures rule).
