1. It seems a sick Senator ought to be able to give a certified 'proxy' to somebody in his absence.
Like a POA or something.

There is no option to do that.
Senators have to be physically there in the senate chamber to vote.
There have been other ill senators in the past and there was no way for them to cast a vote.
There was one senator a couple years ago that had a stroke or something and missed several months of voting.
And they dragged poor Senator Byrd (in a wheelchair) and Senator Kennedy onto the floor of the Senate when they should have been home in bed near the end of their lives.
