My suspicion is that they don't believe it any more than we do.
They hold onto the 'low taxes many jobs' mantra just to give their dull headed followers something to say.
The real reason is that they simply want to grab everything for themselves.
Their real mantra is: If you're not rich, powerful or lucky enough to grab a big piece of pie for yourself -- that's your problem, not mine so go to hell.
