I understand that people gathering recall petitions in Wiscon are having trouble in Malls.
I do not know if this SCOTUS ruling applies only to California but I thought I would post it any way to get some feedback.

This was a ruling that allowed people to gather signatures at malls as long as they were not stand alone stores. I have no idea if it applies to Wisconsin, I think that may be determined on how that state's constitution is worded but here it is anyway.

3. There are only 2 malls in Madison and I don't think
I've heard of people going inside to collect.

Its easier to do signatures where people drive up or walk up to you outside and you are clearly on public property. One person I know got hundreds of signatures when he setup at the edge of a Target parking lot. Another person was outside a grocery store lot. People will tweet to each other that you are there, and they come to you.

Malls are actually private property. You can get some, but then someone will ask you to leave.

4. The property in the supreme court ruling was also privately owned
and is not actually a mall, it is a group of small boutique shops and restaurants, although it does have a Trader Joe there. The ruling applies to any retail
locations except stand alone stores that are the only occupants of that particular piece of property. The court explained why they made that exception but I cannot remember it now, I read it a few years ago.
