Does anyone know what's going on with the Comcast/Robocall issue in New Mexico?

Does anyone know what's going on with the Comcast/Robocall issue in New Mexico?
My mother and several of her neighbors keeps getting these dead-air robocalls about every two hours, and has been getting them for about two weeks now. She doesn't have caller i.d., and apparently after telling her for three days that it was her cordless handset battery going, ComCast in Albuquerque has "finally tracked it to a business number in Florida", but now they say they can't seem to block it - or contact the business to inform them that their robocaller is apparently in a terminal redial loop.

ComCast also tells her that it's a widespread problem in New Mexico, and that "they're working on it".

She unplugs her phone from 9pm to 7am every night just so she can get some sleep (Luckily, she does have a cell phone she now keeps by the bed in case there is an emergency). Is there anything other than switching from ComCast (long story, but she's not able to switch to anything else just yet) that anyone can come up with for why this is going on? And why can't they block the number?
