Help me out here. "Paid administrative leave" differs from paid vacation just how?
I personally don't see any difference, but then, that's why I'm asking.

2. just thinking out loud here, but it's probably bookkeeping if they are reinstated they don't lose
any earned vacation time. but in reality, it's about the same. :)

This may be protect the individuals safety. If they fired him, he would no longer be an officer of the law.

5. I would hope that they would be entirely divested of weapons and passkeys
I don't know if passkeys is the right word, but the authority to behave as a policeman regardless of situation. So lose his shield? Lose his access to parts of the computer and physical files and evidence.... I would hope it is a stricter, completely off-line (not just the computer term) type of leave.

8. If it's a Union then you can't be fired without a hearing
so they put you on leave. Yes it seems shitty but it's the price you pay for fairness.

11. You get X number of vacations days a year and can usually
accumulate up to X number of days. If you take them you use them. Paid administrative leave you get time off without effecting your vacation.
