Illinois Supreme Court rules that Rahm must remain on the ballot during his appeal. |

No matter what you think of him, it seems strange to me that he can be ruled a non-resident when he only left Chicago to serve in Congress, and later as an advisor to the President of the United States. The statute used to initially get him booted from the ballot contains an exemption for "federal service". The moral of this story is don't piss off a Chicago alderman.

He maintained a residence while he was in congress. That satisfies the statutes for both voting in Illinois AND running for office.
After Obama hired him, he signed a contract renting out his house. two months ago, he renewed it for two years. He moved his kids to DC for their private schooling. he had no ties in Illinois AND he even said so on his tax records.
There is a much higher standard for running compared to voting in the statutes, and you are only looking at the voting statute language.
ALSO, the court did not rule like you said. One justice issued a stay of the appellate order. A very different thing. On Monday, early voting begins in Chicago. On Monday, the court will determine whether to accept the Rahm appeal or not. There are three ways to go to the supremes in Illinois. The Appellate court certifies something for the Supremes to deal with. (rare) The party has a right of appeal (child custody, guardianship, constitutionality of a state law) The party seeks to petition the court to accept this particular case for appeal.
Rahm is using that third step (his only one available) and the court can still vote NOT to hear the appeal, or later, if a majority vote to accept the case, they can still vote against Rahm after they accepted the case.

People here in Chicago are so outraged by this insane residency ruling, and now that they have found out that both judges owe their seats to Gery Chico endorser Alderman Ed Burke, there is going to be a huge sympathy backlash vote in favor of Emmanuel.
Unless, of course, Burke's wife Anne, who sits on the Supreme Court, rules him ineligible. Then you are going to see the biggest clusterfuck election this city has ever seen. The people will have been disinfranchised by the machine ward boss ... and it ain't gonna be pretty.

rahm himself said he was a non-resident for tax purposes -- until he decided to run for mayor, then he amended his taxes.
they're all crooks.

He didn't live here, either, until he ran for US Senate. The Supreme Court will allow Rahm on the ballot-- take it to the bank.
