Big question! Why would anyone from the opposing party
want to follow Obama in making a speech? They will sound weak and ineffectual at best no matter how good their speech was written. It's foolhardy to follow an orator like the President. Guaranteed career ender. Remember that Governor from Louisiana that tried it? I can't even remember his name now and he thought he was presidential material.

4. They actually aren't both being given...
TV time, last I heard.

Only the "official" rebuttal will be broadcast on TV.
Crazy-lady's rebuttal will be webcast, from what I've read.

6. My understanding is that Ryan wasn't their first choice
But he got the gig kind of by default. And with Bachmann following that, we're sure to be treated to the full parade of wingnut loonies and their hare-brained ideas for governance. The major drawback is that the state the major media are in, they won't spend any time pointing out just hare-brained Ryan and Bachmann are.
