Did Eric Holder say the 2nd Amendment did not allow you to bear arms?

There is an email going around to vote on a USA Today poll asking if the 2nd amendment means you can bear arms.

I see that link goes to a Nov. 2007 quick question. Anyone know what this is all about? I'd like to refute the email, if possible.

I would imagine the email was brought out again to get all the gun owners involved so they don't take away those magazines or restrict gun purchases.
