CNN just reported that the only IP that is still giving out information can't be shut off because the financial community is relying on it. .

Even when there is a sat link it isn't an individually owned sat link the sat link and large aperture dish is owned by an ISP who then provides service for multiple subscriber.
Centralized = easy to control.
However if someone or some entity did own a private dish there is no way to block that other than seizing the dish. Sadly sat dishes are kinda obvious and hard to hide.
