Tells me that the Egyptians don't have the technology to conduct the most sophisticated means of automated mass surveillance. They have to rely on HUMINT, and probably lack sufficient manpower to do it effectively.
They don't seem to know what they're doing. Ineffective Police State = Dead Police State.
